Sorry, I was "refining" my "process", and gave it another try. This one turned out pretty well, I reckon.... but something odd happens to these pictures between my computer and Vox... they get a little blotchier than they should be, or something... I dunno...

Yup, it was Photoshopped.
What I did was separate each section of the original photograph (shirt, tee-shirt, face/neck, lips, hair and background) and apply a filter called "cut out" to each one, to make it look sort of painted like that... then I tweaked the colours a bit, and "drew" the black lines on top. So the computer did most of the work, but there's some of me in there too!
